For F-1 international students — a major pipeline into the U.S. STEM workforce and eventual EB-2/NIW and H-1B pathways — the summer of 2026 brings several practical deadlines and form changes worth acting on now.

A new Form I-983 is in effect. DHS/ICE recently published an updated version of Form I-983 (the Training Plan for STEM OPT Students), and the previous version is no longer valid for material update reports going forward. STEM OPT students and their employers must make sure they are using the current I-983 for any new plans or required updates, or risk having submissions rejected.

Mind the OPT filing window. Standard Optional Practical Training rules remain strict on timing. F-1 students may file Form I-765 for post-completion OPT up to 90 days before their program end date and no later than 60 days after it — and USCIS must receive the application within 30 days of the school’s OPT recommendation in SEVIS. Spring 2026 graduates are now in the heart of that filing window, and several advisories have flagged late July as a practical cutoff for many spring grads. Missing the 60-day post-completion deadline can forfeit OPT eligibility entirely, so students should file early rather than wait.

A bigger change looms: the end of ‘Duration of Status.’ DHS has advanced a rule that would replace the long-standing Duration of Status (D/S) framework with fixed, time-limited admission periods for F-1, J-1, and I visa holders — generally capped at four years or the length of the program, whichever is shorter. Students in longer programs would need to file a formal extension application directly with USCIS and justify the additional time. While the details continue to move through the regulatory process, the direction signals more paperwork and closer tracking of end dates for international students.

What students should do now. Confirm you are using the current Form I-983, calendar your exact OPT filing window with your Designated School Official, file as early as the rules allow, and keep a close eye on your program end date and any extension requirements. When in doubt, coordinate with your school’s international student office before deadlines pass.
